There are few build in apps in windows PC to edit photo. Paint, Paint 3d, Snipping Tool and the latest include Sketch. From all of this, I like Paint most for it's simple easy interface.

Microsoft Paint

You can resize photo, add text, erase things and many more with Microsoft Paint. First, open the Image with paint.

Crop an Image

To crop an image, select the Selection tool from top menu. There is few selection method. Rectangular Selection, Free form selection, Select all. There is also invert selection and Transparent Selection. Select the 'Rectangular Selection' tool. Now select the necessary Part of your image, right click and  select 'crop' to crop the selection.

Resize an Image

To resize an image, select the 'Resize & Skew' tool of Paint. There is two resize option, by Percentage and by Pixel. Click on pixel, and first set your preferable width. Keeping aspect ratio intact, you can't resize both width and height. So fix the width first. Then use crop tool to fix the height. 

There is also few online tools to resize your image. But I found paint easier and simpler for this job.
